I've seen tidbits of it, but I never watched an episode from start to finish. Does anyone like this show, and if so, what do you like about it?

I've seen all the episodes. I have them on a disc. I think youtube has all of them, or did. I like the idea, but many of the plots don't really make sense, and some are very silly. Stuff like neither side seemed to have a security system at their base most of the time. Seeming adult characters, on the dinosucer side would act like little children at times, and not get in any trouble.
I do like to watch an episode now and then. Sometimes one of the silly ones or at times a more serious one.
To me it sorta feels like the team that worked on it had a split personality. Some of them seemed to think they were doing a mostly serious show aimed at kids and some seemed to think they were doing an 80's tmnt style show and the 2 sides didn't' seem to talk any. and some of the characters seem to have a split personality too.
Some stuff they did do I think is a good idea. The main human characters, all teens, are interconnected. David & Ryan are both on the same football team, the token girl is Ryan's sister and paul is likely a friend of hers. So the human cast are not tossed together at random but they do have interconnections. Paul and David don't directly but they do through paul likely being the token girl (never can remember her name)'s friend and paul and ryan being friends and on the same football team.

One episode I recall seeing some of is where humans are apparently popular on the dino people's world or something, so the main bad dino guy captures the main human characters and puts them in some kind of "human zoo".

Yes, he takes them to the tyranno territory. It looks like Reptilon has 2 areas or countries. The Tyranno territory/country and the other one. The other one had humans walking around and the dinos there seemed not to care or be surprised with humans walking around. Though maybe having them near 1 or more known dinosaucers may have had something to do with it. It looks like though they have queen and maybe king, the dinosorceress and the dino sorceress, the tyranos rule themselves. Or it could be that since the 2 are ancient had have advanced tech/magic maybe they are respected or something. In one episode the Dinosorceress comments on the dinosaucer and tyranno fight as a silly squabble or something so maybe they take no personal role in trying to end their fight.

One thing I heard about this show is how the main villain is allergic to mammals. This true?

To a certain type. Forgot what the Dinosaucers call them, furballs I think. They look like balls of fur. Some have arms, some have legs. The degree of their allergy in a bit inconsistent. In some episodes that they appear in, which isn't to often, they only need to be in the same room to make a Tyranno start sneezing, even if it's a huge room or just around if it's outside. In some other episodes the Tyranno won't start sneezing till the furballs actually jump on them.
You'd think with that the Dinosaucers would have to have some with them all the time, but they are hardly ever around. The furballs are sentient and the Dinosaucers keep them as pets. Though they are only around in a few episodes, and not at all in the episodes that take place fully or partially on their home world of Reptilon.
